What is specific to New Mexico

New Mexico is a mostly rural state where a high share of residents are covered by Medicaid, most of it delivered through contracted managed care plans rather than fee-for-service.

New Mexico’s Medicaid program is New Mexico Medicaid (Turquoise Care). Practices with a meaningful New Mexico Medicaid (Turquoise Care) mix usually need it worked as its own queue rather than mixed into commercial follow-up, because the submission path, the timely filing window and the appeal route are all different.

Medicare here is adjudicated by Novitas Solutions, jurisdiction JH — shared with Colorado, Oklahoma and Texas, but not with Arizona (Noridian) or Utah (Noridian). CMS publishes the jurisdictions; checked September 2026.

New Mexico Medicaid (Turquoise Care), in practice

Near-universal managed care under Turquoise Care: "As of July 1, 2024, Turquoise Care members can choose from among four health plans, (also called Managed Care Organizations or MCOs)" — Blue Cross Blue Shield of New Mexico, Molina Healthcare, Presbyterian Health Plan and United Healthcare Community Plan; the same page adds "Children in state custody will be enrolled in the Presbyterian Health Plan" and "Native American members always have the choice between enrolling with a health plan or using Fee for Service health care providers." New Mexico taxes health care services under its gross receipts tax, and Medicaid billing rules let the provider add that tax onto the claim itself — 8.302.2.10(H) NMAC states verbatim: "For providers subject and registered to pay, gross receipts tax, the provider may include gross receipt tax in the billed amount when the tax applies to the item or service." A biller working NM therefore has a tax component on the claim line that does not exist in most states. Source: New Mexico Administrative Code

For enrolment that is not a detail, it is a second application. A carved-out benefit is administered by a different organisation, which credentials separately, on its own timetable, and a provider who is live everywhere else can still be out of network for that one service without anybody noticing until the first claim is denied.

How long you have to file a New Mexico Medicaid (Turquoise Care) claim

90 calendar days from the date of service. A returned, denied or incorrectly paid claim: resubmit within 90 calendar days of the return, denial or payment.

A claim past that date is not late, it is unpayable, and no appeal recovers it. It is the one queue where a week of nobody working it is money that does not come back — which is the argument for working New Mexico Medicaid (Turquoise Care) as its own queue rather than mixing it into commercial follow-up. For enrolment that window is the whole risk. A provider seeing patients before their New Mexico Medicaid (Turquoise Care) enrolment completes is accruing dates of service they cannot bill yet, and whether those dates are recoverable depends on two things: how far back the effective date is granted, and whether the filing limit above has already passed by the time the enrolment lands. A retro-effective date that arrives after the window has closed recovers nothing. That is the arithmetic worth doing before a new provider starts, not after.
