What is certified payroll?
On a public works contract covered by the Davis-Bacon Act or a state prevailing wage law, the contractor must file a weekly payroll report showing every worker, their classification, their hours, the wage rate paid and the fringe benefits, signed under a statement of compliance. The federal form is WH-347. Most states run their own portal on top of it.
What happens if it is filed late or wrong?
Progress payments get withheld. On a repeat basis it can mean back-wage liability, liquidated damages, and in serious cases debarment from future public work. The common failure is not fraud, it is a rejected filing that nobody went back and fixed.
