Washington L&I (also known as Department of Labor & Industries, Intents and Affidavits) is a product of its own vendor and the name is their trademark. We have built nothing with them, we are endorsed by none of them, and we hold no product certification. What we do is put a trained person into your tenant, under your login, to work your queues. That is the whole claim, and it is checkable on your first call.
What it is
Washington State’s prevailing wage system, run by the Department of Labor and Industries, covering statements of intent to pay prevailing wages, affidavits of wages paid, and certified payroll.
Who runs it: Contractors and subcontractors on Washington public works.
How the money moves through it
The distinctive part here is the intent-and-affidavit pair: an intent filed and approved before work, and an affidavit filed and approved after, with certified payroll alongside. Retainage is commonly held until the affidavits are approved, so a filing nobody chased is money nobody can release.

What a seat does, day to day
A seat files the intents and affidavits, submits the weekly payrolls, and tracks each one to APPROVED rather than to submitted — which is the state that actually releases retainage.
What goes wrong here
- Submitted is not approved. An affidavit sitting unapproved holds retainage on the whole job, and nobody notices until closeout.
- Every subcontractor files its own intent and affidavit. A missing one from a tier-two sub stops the prime’s closeout.
