California DIR eCPR (also known as eCPR, DIR, Department of Industrial Relations) is a product of its own vendor and the name is their trademark. That is the whole claim, and it is checkable on your first call.
What it is
California’s own electronic certified payroll reporting system, run by the Department of Industrial Relations, for public works subject to state prevailing wage.
Who runs it: Contractors and subcontractors on California public works. Registration with the DIR is a precondition of bidding and performing, separate from the payroll filing itself.
How the money moves through it
Payrolls are filed electronically to the DIR, either through the eCPR portal or by upload in the prescribed format. Some awarding bodies additionally require submission through their own system, so the same week can be filed twice to two places.

What goes wrong here
- Filing to the DIR does not always discharge the awarding body’s own requirement. Check this: Confirm per project whether the agency also requires submission through its own system — a contractor who files once and should have filed twice finds out at a payment application.
- A lapsed DIR registration stops a contractor working, not just filing. It is a calendar item, and it is the one most often missed.
