Rhode Island Medicaid, in practice
Mandatory Medicaid managed care, delivered through RIte Care (parents/caretakers, pregnant women, children, foster children) and Rhody Health Partners (adults 19-64 without dependent children): "Participation in managed care is mandatory for the members of the MACC, non-MAGI and non-Medicaid funded coverage groups identified in § 2.1 of this Part except as specified in § 2.34 of this Part." Late-paid clean claims accrue statutory interest automatically at 12% per year, with the clock keyed to claim media: "interest which shall accrue at the rate of twelve percent per annum commencing on the thirty-first day after receipt of a complete electronic claim or on the forty-first day after receipt of a complete written claim." For enrolment that is not a detail, it is a second application. A carved-out benefit is administered by a different organisation, which credentials separately, on its own timetable, and a provider who is live everywhere else can still be out of network for that one service without anybody noticing until the first claim is denied.

How often do Rhode Island providers have to revalidate?
Medicare: every five years, with sixty days to submit once National Government Services sends the notice (42 CFR 424.515). Rhode Island Medicaid: federal rule requires the state to revalidate every provider at least every five years (42 CFR 455.414), and the state agency sets the exact schedule. A Medicare revalidation left unanswered deactivates billing privileges, and claims stop with it.
