What is specific to Oklahoma

SoonerCare is administered by the Oklahoma Health Care Authority, which ran a largely fee-for-service model before moving a large share of members into SoonerSelect managed care plans.

Oklahoma’s Medicaid program is SoonerCare. Practices with a meaningful SoonerCare mix usually need it worked as its own queue rather than mixed into commercial follow-up, because the submission path, the timely filing window and the appeal route are all different.

Medicare here is adjudicated by Novitas Solutions, jurisdiction JH — shared with Arkansas, Colorado, New Mexico and Texas, but not with Kansas (WPS) or Missouri (WPS). CMS publishes the jurisdictions; checked September 2026.

SoonerCare, in practice

SoonerCare shifted most members into managed care on April 1, 2024 under SoonerSelect, with three statewide medical plans covering non-disabled children (including foster care), low-income parents, pregnant women and non-disabled adults 19-64. Oklahoma's prompt-pay law carries a fee-shifting private remedy, which makes late-claim demand letters unusually effective: overdue payments accrue 10% simple interest per year and the prevailing party in litigation recovers attorney fees. Quote: "Pursuant to 36 O.S. § 1219(F), (G), an overdue payment shall bear simple interest at the rate of 10% per year. If litigation is brought, the prevailing party is entitled to recover a reasonable attorney fee." Source: Oklahoma Insurance Department

For enrolment that is not a detail, it is a second application. A carved-out benefit is administered by a different organisation, which credentials separately, on its own timetable, and a provider who is live everywhere else can still be out of network for that one service without anybody noticing until the first claim is denied.

How long you have to file a SoonerCare claim

6 months from the date of service. A denied claim can be considered proof of timely filing.

“Payment will not be made on claims when more than 6 months have elapsed between the date the service was provided and the date of receipt of the claim by the Fiscal Agent.” OAC 317:30-3-11 — Timely filing limitation

A claim past that date is not late, it is unpayable, and no appeal recovers it. It is the one queue where a week of nobody working it is money that does not come back — which is the argument for working SoonerCare as its own queue rather than mixing it into commercial follow-up. For enrolment that window is the whole risk. A provider seeing patients before their SoonerCare enrolment completes is accruing dates of service they cannot bill yet, and whether those dates are recoverable depends on two things: how far back the effective date is granted, and whether the filing limit above has already passed by the time the enrolment lands. A retro-effective date that arrives after the window has closed recovers nothing. That is the arithmetic worth doing before a new provider starts, not after.

Working Oklahoma hours

Oklahoma runs on Central time, 11 hours behind our floor in Rawalpindi. To be at a desk for your nine to five, the shift here runs 8pm to 4am, and 7pm to 3am once the clocks go forward. Pakistan does not observe daylight saving, so the shift moves on this side rather than yours.

That is the part that decides whether follow-up happens at all: a payer’s phone lines are open on Oklahoma hours and nobody else’s.
